(A) Innovation Talent
📄Category:
Innovation Talent (open to experts of non-Chinese nationality)
📄Degree Requirement:
A doctoral degree (PhD) is required; there is no age limit.
📄Position Requirement:
Applicants must meet one of the following conditions:
* Holding a position as researcher, senior lecturer, associate professor or above at an overseas university or research institute with strong scientific and technological innovation capabilities, or holding a mid- to senior-level technical or managerial position in an international enterprise.
📄Overseas Work Experience Requirement:
Before January 1, 2025, the applicant must not have held a full-time position in mainland China.
📄Additional Notes:
-Physical presence in China is not required during the application stage.
–Full-time work in China is not mandatory at the time of application.·
– For exceptionally outstanding talents or those urgently needed by China,requirements regarding degree, title, or years of work experience may beappropriately relaxed.
📄Restrictions:
Applicants who have already been selected for other Chinese national-leveloverseas high-level talent programs or national special support programs are noteligible to apply.
(B) Young Talent
📄Category:
Young Talent
📄Degree Requirement:
A doctoral degree (PhD) is required; applicants must be under 40 years old (that is,
born after January 1, 1986).
📄Work Experience Requirement:
Applicants must meet one of the following conditions:
* Having engaged in research for at least 36 months at a renowned overseas
university, research institution, or corporate R&D department.
📄Field Requirement:
Applicants should be high-level talents in the following fields:
Selected areas of Humanities and Social Sciences Natural Sciences
Culture and Arts (Open to non-Chinese ethnic individuals and foreign nationals)
Engineering and Technology
📄Overseas Work Experience Requirement:
Before January 1, 2025, the applicant must not have held a full-time position in
mainland China.
📄Additional Notes:
· Physical presence in China is not required during the application stage.
· Full-time work in China is not mandatory at the time of application.
· For exceptionally outstanding talents or those urgently needed by China,
requirements regarding degree, title, or years of work experience may be
appropriately relaxed.
📄Restrictions:
Applicants who have already received funding from the National Science Fund for
Distinguished Young Scholars are not eligible to apply.

Example:
I boh the municipal and distic governments provide 100% maching tunds, one Innovation Talent applicantmay receive up to RMB 4 mllion in totalfunding (RMB 1 mllion from thecentral government + RMB 1 million from the province + RMB 1 million from the municipality + RMB 1 million from the district).
📄Talent Benefits
Conferment of relevant honorary titles, provision of research support packages, and special living allowances.
Eligblity for additionallocalincentive policies, priority recommendation for provincial talent programs, and direct recognitionof senior profesional titles.
Priority recommendation for various awards and priority appointment to key positions in major platforms or important institutions.
📄Salary and Research Funding
Innovation Talent: Eligible for RMB 5 million to RMB 10 million in research funding support;
If working full-time in China, the annual salary shall be no less than RMB 1 million;
📄Housing Subsidy
Housing purchase subsidies shall be granted in accordance with relevant local policies.
📄 Special Benefits
Talent Green Card and social insurance subsidies;
Priority school enrollment for children;· Employment assistance for spouses;
Housing support;
